Between 1905 and 1945, 31 states in the Untied States and 2 provinces in Canada enacted sterilization legislation. Over 70 statutes and amendments were enacted to guide, oversee and regulate sterilization practice, while over 24 distinct conditions were offered as grounds for sterilization. Although excellent legal, historical, and philosophical scholarship has investigated the motivations, causes and consequences of this legislation, little work has been done to explicitly systematic analyse the language used in sterilization legislation. This brief study attempts to fill (...) some of the gap by attending to a number of questions that arise in the context of sterilization legislation. Five questions are addressed: Are there any patterns to the eugenic language in sterilization legislation? Does the eugenic sterilization language reflect what is found on other eugenic lists? What can sterilization language tell us about the mechanics of eugenics? What can sterilization legislation reveal about the role of feeble-mindedness or mental deficiency in eugenic history? And finally, what might sterilization language tell us about eugenic thought more generally? In answering these questions, we look to add one more piece to the puzzle that is eugenic history in North America. (shrink)

Kant distinguishes between ‘active’ and ‘passive’ citizens and holds that only the former are civilly self-sufficient and possess rights of political participation. Such rights are important, since for Kant state institutions are a necessary condition for individual freedom. Thus, only active citizens are entitled to contribute to a necessary condition for the freedom of each. I argue that Kant attributes civil self-sufficiency to those who are not under the authority of any private individual for their survival. This reading is more (...) textually grounded than the dominant reading, which understands civil self-sufficiency in terms of economic relations alone. I further argue that Kant was interested in relations of authority because he was concerned to eliminate certain forms of corruption. This indicates that Kant’s contested distinction between active and passive citizens was a response to a key problem of any account of public lawgiving. (shrink)

This article discusses five attempts at justifying the provision of welfare on Kantian grounds. I argue that none of the five proposals is satisfactory. Each faces a serious challenge on textual or systematic grounds. The conclusion to draw from this is not that a Kantian cannot defend the provision of welfare. Rather, the conclusion to draw is that the task of defending the provision of welfare on Kantian grounds is a difficult one whose success we should not take for granted.

In the mid-twentieth century, the identity of those who oversaw the UK electricity grid tentatively and slowly began to shift from those who joined the electricity industry directly from secondary school to a university-educated elite with a higher level of technical education. At the same time, electricity infrastructure became increasingly centralised, leading to the creation of a national grid in 1938, meaning that control of electricity became concentrated in the hands of an ever-smaller group and increasing the stakes in debates (...) over strategy. By using the case studies of power engineer Paul Schiller and mathematician Maurice Davies, this paper traces how the boundaries of what mathematics could or could not be used for were renegotiated between factions within the UK electricity industry. Schiller unsuccessfully attempted to use mathematics, including the authority of academic mathematicians, to reinforce controversial arguments about the strategic direction of the industry in the 1940s. Such arguments failed to resonate with a class of, as Schiller put it, “practical men” that still held considerable influence. Davies on the other hand was employed by the industry in the 1950s to improve efficiency, and was able to implement lasting measures in this effort by using the weather to forecast electricity demand, and successfully defended the usefulness of his work in the 1970s against colleagues who felt that forecasting could be done better with mathematical models without weather inputs. The contrast between these two stories shows how the influence of mathematical thinking was contingent upon existing power dynamics, and reinforce how the history of mathematics should be socially embedded. But Christian belief and practice must be correctly related to Jesus, so the search is important to Christianity. It is argued that the New Testament picture of Jesus is basically accurate and reliable. Paul’s statements about Jesus are examined. It is significant that Mark’s picture of Jesus was convincing to Matthew and Luke. By a close examination of changes in analytical chemistry between the years 1920 and 1950, I document the case that natural science has undergone and continues to undergo a major revolution. The central feature of this transformation is the rise in importance of scientific instrumentation. Prior to 1920, analytical chemists determined the chemical constitution of some unknown by treating it with a series of known compounds and observing the kind of reactions it underwent. After 1950, analytical chemists determined the chemical (...) constitution of an unknown by using a variety of instruments which allow one to discriminate chemicals in terms of their physical properties. This transformation involved changes in the practice of analytical chemistry. It involved the development of a new family of scientific instrument-making companies, and a new level of capital expenditure necessary to do analytical chemistry. It involved the development of new means to disseminate information about scientific instruments. While I do not document the broader case, these changes have been widespread throughout the natural sciences. It is the rise in the importance of instrumentation which is the key conceptual change in what has been identified as the fourth big scientific revolution. (shrink)

In this paper we elucidate a particular type of instrument. Striking-phenomenon instruments assume their striking profile against the shifting backdrop of theoretical uncertainties. While technologically stable, the phenomena produced by these instruments are linguistically fuzzy, subject to a variety of conceptual representations. But in virtue of their technological stability alone, they can provide a foundation for further technological as well as conceptual development. Sometimes, as in the case of the pulse glass, the phenomenon is taken to confirm conflicting theoretical views; (...) sometimes, as in the case of the Lichtenberg-figures, it holds out the false promise of crucial theoretical importance; sometimes, as in the case of the airpump in the 18th century, it emphatically short-circuits theory and human ingenuity, giving a voice to nature herself; and sometimes, finally, as in the case of the quincunx, the phenomenon stands in for theoretical accounts. We propose and develop the salient features of these instruments demonstrating their importance to our understanding of science. (shrink)

Studies of animal culture have not normally included a consideration of cetaceans. However, with several long-term field studies now maturing, this situation should change. Animal culture is generally studied by either investigating transmission mechanisms experimentally, or observing patterns of behavioural variation in wild populations that cannot be explained by either genetic or environmental factors. Taking this second, ethnographic, approach, there is good evidence for cultural transmission in several cetacean species. However, only the bottlenose dolphin (Tursiops) has been shown experimentally to (...) possess sophisticated social learning abilities, including vocal and motor imitation; other species have not been studied. There is observational evidence for imitation and teaching in killer whales. For cetaceans and other large, wide-ranging animals, excessive reliance on experimental data for evidence of culture is not productive; we favour the ethnographic approach. The complex and stable vocal and behavioural cultures of sympatric groups of killer whales (Orcinus orca) appear to have no parallel outside humans, and represent an independent evolution of cultural faculties. The wide movements of cetaceans, the greater variability of the marine environment over large temporal scales relative to that on land, and the stable matrilineal social groups of some species are potentially important factors in the evolution of cetacean culture. There have been suggestions of gene-culture coevolution in cetaceans, and culture may be implicated in some unusual behavioural and life-history traits of whales and dolphins. We hope to stimulate discussion and research on culture in these animals. (shrink)

This article is concerned with ways better communication between engineers and their managers might help prevent engineers being faced with some of the ethical problems that make up the typical course in engineering ethics. Beginning with observations concerning the Challenger disaster, the article moves on to report results of empirical research on the way technical communication breaks down, or doesn’t break down, between engineers and managers. The article concludes with nine recommendations for organizational change to help prevent communications breakdown.

When asked to describe wartime atrocities, terrorist acts, and serial killers, many of us reach for the word 'evil'. But what does it really mean? Luke Russell defends a new account of the nature of evil action and persons. Although the concept of evil is extreme and often misused, it has a legitimate place in contemporary secular moral thought.

What makes a subject philosophically interesting is hard-to-resolve confusion about fundamental concepts. Engineering ethics suffers from at least three such fundamental confusions. First, there is confusion about what the “ethics” in engineering ethics is (ordinary morality, philosophical ethics, special standards, or something else?) Second, there is confusion about what the profession of engineering is (a function, discipline, occupation, kind of organization, or something else?) Third, there is confusion about what the discipline of engineering is. These fundamental confusions in engineering ethics (...) connect with philosophically interesting work in moral theory, political philosophy, and philosophy of science. Work in these areas may help with the philosophical problems of engineering ethics. But, equally important, work in engineering ethics may help with the philosophical problems in these others fields. What are moral principles? The assumption underlying much of the generalism–particularism debate in ethics is that they are (or would be) moral laws: generalizations or some special class thereof, such as explanatory or counterfactual-supporting generalizations. I argue that this law conception of moral principles is mistaken. For moral principles do at least three things that moral laws cannot do, at least not in their own right: explain certain phenomena, provide particular kinds of support for counterfactuals, and ground moral necessities, “necessary (...) connections” between obligating reasons and obligations. Moreover, neither a best-systems theory of moral principles nor any of the competing theories of moral principles proposed by Sean McKeever and Michael Ridge, Pekka Väyrynen, and Mark Lance and Margaret Little could vindicate the law conception of moral principles. I conclude with some brief remarks about what moral principles might be if they are not moral laws. (shrink)

An examination of the ethical issues raised by the possibility of human life extension, including its desirability, unequal access, and the threat of overpopulation. -/- Life extension—slowing or halting human aging—is now being taken seriously by many scientists. Although no techniques to slow human aging yet exist, researchers have successfully slowed aging in yeast, mice, and fruit flies, and have determined that humans share aging-related genes with these species. In New Methuselahs, John Davis offers a philosophical discussion of the (...) ethical issues raised by the possibility of human life extension. Why consider these issues now, before human life extension is a reality? Davis points out that, even today, we are making policy and funding decisions about human life extension research that have ethical implications. With New Methuselahs, he provides a comprehensive guide to these issues, offering policy recommendations and a qualified defense of life extension. -/- After an overview of the ethics and science of life extension, Davis considers such issues as the desirability of extended life; whether refusing extended life is a form of suicide; the Malthusian threat of overpopulation; equal access to life extension; and life extension and the right against harm. In the end, Davis sides neither with those who argue that there are no moral objections to life enhancement nor with those who argue that the moral objections are so strong that we should never develop it. Davis argues that life extension is, on balance, a good thing and that we should fund life extension research aggressively, and he proposes a feasible and just policy for preventing an overpopulation crisis. It is standard practice to appeal to libertarian free will to explain how God’s existence might be compatible with much of the evil we see in the actual world. Libertarian free will has also been important to certain responses to the argument for atheism from divine hiddenness. But what is often neglected in appealing to libertarian free will, as others have pointed out, is an explanation of why God would create us with such free will in the first place. Laura (...) Ekstrom argues that free will is simply not worth its cost. J.L. Schellenberg goes a step further and argues that, if it turns out we have libertarian free will, that is actually evidence against God’s existence.
